The Vacant Rental Program (VRP) is a powerful opportunity to turn empty spaces into income-generating housing. Whether you’re revitalizing a vacant residential unit or transforming unused commercial space into residential living, VRP helps make your project financially achievable.
Eligible property owners can receive up to $50,000 per unit for apartments rented at affordable rates for *moderate-income households, and up to $75,000 per unit for apartments rented at affordable rates for *lower-income households. It’s funding designed to support your investment while expanding access to affordable housing in the community.
*Funding levels are tied to affordable rent guidelines based on local household incomes. Our team will help determine the exact rent limits for your unit.
In order to qualify, property owners must:
- Be current on property taxes, mortgage, and utilities
- Maintain active property insurance
- Have no outstanding code violations, liens, or legal issues
- Be in good standing with local/state agencies
Eligible properties must be:
- Located in the townships of: Alexandria, Antwerp, Cape Vincent, Clayton, LeRay, Orleans, Pamelia, Philadelphia, Theresa or Wilna
- Single-family homes converted to rentals (up to 5 units)
- Multi-family properties (up to 5 units)
- Vacant non-residential properties converted into rental units.
- Mixed-use buildings with vacant rental spaces
